On September 1, 2016, the General Office of the Ministry of Transport issued Opinions on Promoting Reform Pilot and Accelerating Innovative Development of Non-Truck Operating Carrier Logistics, and announced that the pilot non-truck (ship) operating common carrier was officially launched in October. This news has undoubtedly reassured Feiliks as transportation and distribution are the lifeline of supply chain management. However, the high cost of transportation and distribution has become a major concern of traditional logistics enterprises. Once the license of “Non-Truck (Ship) Operating Common Carrier” is put into use, it means that there will be a solid legal guarantee for net-contract cargo rental, net-contract cargo ship rental, and non-vehicle transport logistics services. This will contribute to the layout of Feiliks in the transport sector.

On March 6, 2017, the Ministry of Transport issued the Instructions on Monitoring the Pilot Operation of Non-Truck Operating Common Carrier by the General Office of the Ministry of Transport. In 29 provinces, municipalities and districts, 283 enterprises were selected as pilot non-truck operating common carriers and Feiliks was one of them. As the first batch of national pilot enterprises of non-truck operating common carriers, Feiliks actively cooperated with the Ministry of Transport pilot projects by virtue of strong data base and technology drivers. At the same time, in strict accordance with relevant pilot standards of the Ministry of Transport and the provincial departments, we followed up and inspected maintenance of our qualification as a non-truck operating common carrier. In addition, we spot-checked and monitored the operation data of non-truck operating status, aiming to ensure the accuracy of enterprise operation data and provide decision-making basis for high-level transportation departments.

Under the background of the “Internet +” era, the traditional logistics industry has reached an important juncture of transformation and upgrading. Win-win cooperation and resource sharing are the trend of the times. Multimodal transport, as a form of transportation organization aiming at optimizing the overall transport of goods, is also prospering. The “non-truck operating common carrier” is an important exploration and innovation based on the demand of “Internet +” and “efficient logistics”, and also another powerful measure for the state to reduce logistics costs and improve logistics efficiency.
